Does the CHARGED trait only increase the chance of the weapon, like inferno staff or axe, to apply burning or bleeding, or it also affect chance to procc specific sets like, x% chance of granting Evasion, recovery, minor savagery, etc?

The POWERED trait works for things like crit surge, bloodcraze or bloodthirst, increasing the healing done to and by yourself?
