Right now the Xbox one S only upscales 1080p gaming on 4K TVs but it's not native or any bells and whistles found in the PC graphics sliders menu. PS4 Pro is higher than 1080p and it has three sliders bumped up more so it's better than PS4 and Xbox one S
Until the project Scorpio version is out we don't have any other console to compare to PS4 pro
