I think it could be an opportunity to boost underplayed races.Sounds like a good idea. Of course Balance is always the ever moving ever un-obtainable target that would be part of this.

ESO: summon a spirit animal (could be a wolf/bear/spider, like the summoning from spriggans) that fights for you for 10 seconds, dealing X physical damage and applying Minor Maim, Minor Fracture and Esnare for 3 seconds;
Dark Elf: Ancestor's Wrath: For 60 seconds, opponents that get too close take 8 points per second of fire damage, once per day
ESO: Creates a fire cloak that deals X Flame Damage to targets near you every 0.5 second for 10 seconds.
Imperial: Voice of the Emperor: Calms nearby people for 60 seconds, once per day
ESO: for 10 seconds, all monsters near the you will become non-agressive unless you attack first.
Nord: Battle Cry: Targets flee for 30 seconds, once per day
ESO: For 4 seconds, causes all monstesr or players to flee in fear for 4 seconds, then apply minor maim for 10 seconds when effect ends.
Orc: Berserker Rage: You take half damage and do double damage for 60 seconds, once per day
ESO: for 10 seconds, applies Major Sorcery, Major Brutality, Major Resolve and Major Ward
Redguard: Adrenaline Rush: Stamina regenerates 10x faster for 60 seconds, once per day

Before we even think about racial ultimates there needs to be some alternatives so races aren't locked into specific play-styles.
There needs to be a reason someone would want to play Magicka user as Khajiit or stamina as Breton.
When Argonians find out Nords can shoot ice, Dark Elves summon spirit ancestors, Bretons absorb magic spells, and they get access to water breathing when you can't swim in ESO
I totally agree that there should be racial ultis. But everytime I see someone saying that it would be cool to add them into game, there comes some people who start whining "then some race is better than other"
I mean seriously who the **** cares if some race is little bit better than other.
