Still no progress for Plunder Skull Achievement

So ... it's great that we're being given more time with this event to compensate for the broken achievement, but its still broken. I'm stuck at 3. I've gotten all but two of the motifs. I've received at least 50 skulls. Umm, what's up? I thought this was patched?
