Can someone absolutely confirm whether or not sets like these are buffed by major/minor sorcery/brutality, etc?

Soulshine isn't worth it as a primary set. Maybe as a supplement to something universally applicable, like Julianos, but even then, there are better secondary sets. Soulshine is bad because it doesn't boost the potential of your other spells, including heals. The jewelry also only comes in healthy, losing further damage potential. If you're doing PVP, you're better off running something like Kagrenac's or Julianos.

There is an animation to its cast. If you get bashed by a player mid cast, you will get interupted and dazed.

When I cast structured entropy from mages guild line I get the 20% boost to spell power on top of my 450 spell power from soul shine.

Whatever works for you. Curious to what testing you have done with spinners. I have run into issues with it not counting sharpened weapons w/the spinners bonus.

I would have thought changing from Julianos to Soulshine would have increased all my cast-time and channeled abilities spell power +280 (more than Julianos) because soulshine gives +579 (450+129) spell power and Julianos gives +299 spell power (280 less spell power than Soulshine).
I did some tests in game putting 5 Julianos back on to compare it to 5 Soulshine and I was getting higher heals and damage numbers in the tooltips with Julianos (wtf?). Is this set broken or something?
FYI my build is 5 soulshine (changed from 5 Julianos), 4 arch mage, 3 willpower (jewelry) with sword & board each bar.

Were you using Julianos light or heavy? 'Cause Soulshine is heavy and switching to light obviously will change things. Light armour gives a fair bit of penetration and crit chance.
But to test accurately you need to use the floating combat text the game uses or get an addon to show the actual damage. NEVER USE TOOLTIPS!!!

that's because soulshrine is bug with sweeps, the scaling is off somehow, the dmg increase is negible. Ignore the forum warriors that "tested everything", is not working properly with sweeps.

Again, how would you test this? Since the 450 is not added to your character sheet at any time during the channel or cast time how would you test this. You would need to have a way to keep all stats exactly the same but add 450 extra spell power to your build, then compare that damage result with entropy to the exact same build minus the 450 spell power but with the soulshine 5 set piece now active.
You did this? I doubt it. But if you did I would love to hear how you pulled it off.

and add 450 to the spell power coefficient it should increase it by a bit over 300 if it added it directly to your spell power pool before all other modifiers.
Since it only increases it by 234 it is obviously not being affected by ALL modifiers (although if you do the math with it added at the very end with no modifiers it would only be an increase of around 100 per stab, so it must be being added somewhere in the middle of the equation.)

Ignore that at the end I highlight a burning light crit proc. I though it was a crit for PS. Nevertheless the normal hits are enough.

Have not tested but should be able to. I don't know if Resto heavy has a 3 dot+1 regular kind of set up. Doesn't seem to be, or at least there is no obvious animation like Shock Pulse, but if it does I expect it will follow the same mechanic.

edit: OK so I don't spread any misinformation I went ahead and tested the Heavy Fire Attack. It does NOT increase the damage on heavy fire attacks.
edit2: Also I did discover that Soulshine increases the damage on the first 3 ticks of the Lightning Staff heavy just fine but the last tick (called Shock Pulse in the combat log) seems to not get increased in the same way. I have bugged it in game.

The first 3 ticks are a HA DOT and scale also with the 3 CP stars: Elemental Expert, Staff Expert and Thaumaturge
and the last tick, the Shock Pulse, is a Pulse damage. And scales only from Elemental Expert.
So I guess that it is in the logic of the game mechanics that the Pulse damage of Shock Pulse does not benfit from Soulshine.
Having (not yet) a Soulshine set...
The 3 ticks of a Resto HA "should" benefit from Soulshine.

From what I tested on the Resto HA:
It is 3 DOT ticks in a row, that all 3 scale from the 3 mentioned CP stars.
You can also observe that you get a Heal every 3 ticks if you have unlocked the Resto passive "Essence Drain" and in melee range (if you are closer than an ally)
Essence Drain: "You also heal yourself or a nearby ally to the target for 30% of the damage inflicted by the final hit of a fully-charged Heavy Attack".

This is actually pretty interesting. You are correct that Resto heavy only has 3 ticks per heavy attack. The heavy attack IS affected by Soulshine.
Also the Resto heavy attack does more damage per tick than my Lightning staff, but the Lightning staff seems to tick faster. Overall just doing nothing but heavy attacks both staves come out to the same DPS when killing mammoths in Wrothgar. I repeated this test a few times and both times it came to around 3600 DPS for both.
Lightning staff obviously has the splash damage which will pull it ahead in mulit mob situations, but Resto staff completes heavy attack quicker and has the passive for more magicka return so overall is much better for sustain, and in single target it look like the DPS would be the same (for a Templar anyway, probably different for a Sorc).
