No. No it is not.
The Dominion has many issues with blatent racism and embassies not being built, people refusing to trade with foreigners... (I'm talking about Dominion allied races too. We're also talking abuse of Dominion soldiers by the heritance, but the refused trade was -entirely- legit.)
In wayrest, there are not just pact, BUT DOMINION races who come over and find steady jobs with equal pay. Local rebellions? They dont exist in DC. Racist Bretons who band together and abuse orcs? Dosent happen.
Even in the warcrimes the Covenant is better. Covenant? Raiding, pillaging, possible *** and hostage taking. Dominion? MASS CHILD MURDER. Intentional murder, capture, and usage of innocent civilians AS TEST SUBJECTS. That's not even in the same -league-. At worst, Covenant is most armies. At the worst? The Dominion is on the level of germany during the second world war. (Aparently the A word is censored. Oh well.) On two occasions with the using innocent civilians by the way, three if you count the senseless death the Skinchangers needed to infiltrate.
