Such a huge XP advantage behind a paywall? I totally say no to that and it doesn't have anything to do with your playstyle: casuals and hardcores (with some extra $$) will use it the very same way.

IMO if being a casual is the issue, then rested XP and catch-up CP system are definately the best solution.

Do NOT encourage ZOS to get into the XP selling business. It's a downward spiral after that. Once XP selling is monetized, then it is tracked as a monetization metric and methods to boost returns begin to be discussed at internal meetings.

If XP is the "product" to be sold, then grind is the "problem" that the product solves. To increase sales of the solution, companies are tempted to increase (or not alleviate) the problem.

Why do you think TurboTax lobbies so hard against a simplified tax code in the US?. Please don't encourage ZOS to walk down this road of moral hazard.

Soon whispers of a gear level cap raise, a XP per level raise or additional grind will be discussed. Avoid at all costs.

I like that the witches festival is a free, voluntary, and TEMPORARY thing. Permanent XP boost would just encourage ZOS to add more grind to balance it out, just like power creep. Avoid treadmills. Enjoy the game for the game's sake.

You can already get a slight XP boost for subscribing. Good enough. Emphasis on slight. Festivals are great catch up mechanics for people that cant play on a daily basis. Let's keep it that way!

Its a special event and should be limited. In fact Im no fan of the exp boost for this holiday because I'll assume they will continue to do it for every holiday, like the next one slated for new years. I think they should stick to exp boost weeks for the game's anniversary and that's it.

If you've completed the storyline all the way through once, the second time you do it should give 100%+ XP so that you can level character quicker without having to go through all of the questing again to level up. It's really tedious to do for various characters. The bonus would make it easier for those having to bear the boredom of grinding quests to level.

This 100%+ XP should last until that character reaches Champion status and then it disables.

There is already means to increase XP via in game methods and for pay on the crown store.

As far as restrictions if they did permit XP benefits to continue outside of the festival, no reason to really indulge since it will not happen for any price.

You can get a character from 3-50 in 3 hours.

Why do you need to make that faster...?

No. No point in that. This is mmorpg, it should take a long time to lvl. But even if you play just a few hours per day, you will need about 4 months to get from zero to max cp.

And about XP scrolls. I use them just when I lvl a fresh alt.

This! People don't understand how everything is connected. Games are usually developed to create enjoyable experience, so we like to play them. However this can change, when money are put on the table. Now joy of player is not 1st goal of developer, but 2nd and money first. Sometimes developer shifts game to create LESS enjoyable experience, unless customer pays. We call it pay for convenience. And that's what OP wants. He wants to pay for something, he doesn't have too, because he doesn't understand. Be smart OP and rethink it again.
