I mean all 5 slots having bonuses that would have little to no use in actual combat. Just some ideas:
Wraith's Raiment
- (2 items) Increase sneak speed by X%
- (3 items) Increase sneak speed by X%
- (4 items) Your stealth detection radius is decreased by X meters
- (5 items) The stamina cost of sneak is reduced by 100%
Rags of the Beggar
- (2 items) Gain Major Fracture, decreasing your Physical Resistance by 5280
- (3 items) Gain Major Breach, decreasing your Spell Resistance by 5280
- (4 items) Gain Major Maim, decreasing your damage done by 30%
- (5 items) Every container you open has a 50% chance of containing at least 1 gold piece
Courier Mail
- (2 items) Mount speed is increased by X%
- (3 items) Mount speed is increased by X%
- (4 items) Mount speed is increased by X%
- (5 items) Sprinting while mounted does not consume the mount's stamina
Experimental Magic
- (5 items) You gain the ability to walk near the surface of water, but slaughterfish may still nibble at your toes.
Feel free to share whatever other sets you think of. I just cobbled together some things I would have found useful/fun to have earlier.
