I also still have that popup, kind of annoying. Couldn't find anywhere to turn it off. I keep thinking maybe they'll take it down with the next update.

Personally, i don't close it. I click on play directly and the game launch.

But yeah it's really annoying having that pop everytime.

Not outdated. They are trying to address the fact that they did not update their launcher to remove the "NA". As for the message itself, let's just say they could have written it better.
