Yes, I have noticed this aswell. Even though I have around 670 CP, the group finder still 'scales me up' when I use it. It gives me a lot more spell damage than I should have.

As far as I know, there is no buff that increases SD/WD with precisely 25%.
Did you test if this 25% stacks with the 20% of Major Brutality/Sorcery ?
And the 5% of Minor Brutality/Sorcery ?

and this 20% of Major Brutality... was that additive or multiplicative ?
Additive would mean a 45% increase (20% + 25%)
Multiplicative would mean 1.20*1.25 => 1.50 or 50% increase.
Reason I ask:
ESO uses additive when the buff is of "the same nature" and multiplicative when the buff is of "another nature".

The equipment bonus gives you boosts in dungeons.

Or you can be a team playerand wait until the festival is over before reporting it "officially" since it'll allow everyone to benefit. Even if you reported it now it'd take ZOS weeks to get it fixed without breaking it for everyone involved so let the lowbies enjoy their bonus before it's gone forever.
