Why are City of Ash & Crypt of Hearts in a different undaunted chest?

Is there any reason why they are separated from the other dungeons with unique Veteran mode prior to One Tamriel? Doesn't make sense to me.
Maj al-Ragath offers a random Pledge for the following Dungeons:
Banished Cells I & II
Darkshade Caverns I & II
Elden Hollow I & II
Fungal Grotto I & II
Spindleclutch I & II
Wayrest Sewers I & II
Gilirion the Redbeard offers a random Pledge for the following Dungeons:
Arx Corinium

Crypt of Hearts I & II

Maj al-Ragath offers a random Pledge for the following Dungeons:

✭✭✭✭✭There are 12 possible shoulders per chest that you can obtain (excluding the DLC dungeon chest.
Had it been the other way around, the split would be 8/16...
It's much better in the long run, when the "new" undaunted sets are no longer new

✭✭✭✭✭Yes. Probably to balance out sets per chest for non-dlc dungeons. Otherwise getting shouders for some sets would be easier then other sets.0 -

✭They needed to balance out the number of shoulders in each chest.
I believe they made a good choice with City of Ash and Crypt of Hearts, since those two dungeons were considered two of the hardest non DLC dungeons before One Tamriel.
I was hoping the pledge givers would somehow reflect the difficulty of dungeons.

Old veteran dungeons were/are easy, and pledges are awarded by Maj al Ragath.
Two harder dungeon plus all dungeons that gained the veteran mode with One Tamriel would be harder since Glirion gives out their pledges.
DLC dungeons are the hardest and pledges are given by the new NPC.
This is almost true.
But I don't consider the dungeons that have only one story to be challenging. They are mostly just long and tedious, with an occasional one shot mechanic out of nowhere.

ex: Maj al-Ragath chest will drop shoulders for the dungeons she provide and so on.
