I won't vote because I don't know enough of the Lore to do it wisely but, from my experience with Skyrim's Dragonborn DLC I would pick Dunmer solely because of Neloth.

The very first tes game I played was daggerfall. No it was not because their territory was the focus that I like Bretons. I liked the fact that they seemed to have some good qualities of both the high elves and the nords as well as being resistant to magic. They were supposed to be and some of them are more a druidic type of people. For some reason I thought that was fantastic and for this reason even today most of my toons are Bretons. Each new tes has a Breton run through before any other.
