So all in all Blocking got a buff: a decrease in cost....
...... unless that time window of 0.5 second is changed as well !!!

It still appears that the time window is still 0.5 seconds. I tested this my gathering as many Dreugh as I could outside Stormhaven. CombatMetrics will show all stamina draining events. I did not notice any time difference less than 0.5 seconds.
Edit: I tested on the current PTS 2.6.3
