So you think the game works fine, there are no bugs, no lag, no random crashes (this has got better but for many, but it's still there)
This should be a stable game by now, but many things point to it still being in BETA testing at times.
Those that defend ESO are contributing to the game as a whole not being fixed.
I've played since launch, yes I like the game, but I don't put blinders on when it comes to the failing by ZOS to create a stable game.

Disable ALL AMD Radeon optimizations for ESO and ESO64. Just turn it off, since Thieves Guild launch it no longer works and causes crashing and system freezes. AMD's tool doesn't play nicely with game engines that use a lot of proprietary or custom code like ESO.

I threw my AMD R9 290's (2 of them) out because they performed so poorly on eso. AMD drivers are mostly garbage.

Good luck finding good drivers for that card on win10. Why on earth did you even "upgrade" from 7 to 10? If it ain't broken don't fix it.
some people actually found improvements when upgrading to win 10,clean install of course.

Now, I am a non-AMD'er, always hated that chipset (CPU/GPU), but I doubt that is the reason.
I'd suggest a reinstall of windows, CLEAN install, and retry with a clean ESO...

Thanks!! I think this worked. It seems was a problem with AMD ATI video cards. I created a profile and work. I have to play more hours to see If definitely works, but thanks a lot!!

If you are having issues with the ESO freeze screen problem you can try the following:
Edit the following file using a simple text editor -> C:\Users\\Documents\Elder Scrolls Online\live\UserSettings.txt
Find the following parameter: SET RequestedNumThreads "-1"
Change the parameter to: SET RequestedNumThreads "0"
I think your game wasnt even running with the ATI card since your CPU hast an inbuild GPU (Intel HD).
So you need to have the AMD Management Tool. (called "Radeon Settings" for me)
There you need to point out, wich graphicadapter ESO should use.
If this isnt configured, it used the Intel HD as a standard.
Just a hunch. At least it was like this on my Laptop.
(i3-4500U, 16GB L-DDR3 RAM, Radeon R7 M260).
I play the ESO on 1280x720, all settings up, except for antialiasing,
and i get ~20 FPS in grahtwood, ~25-30 FPS in Dungeons, and ~30 FPS when playin Solo.
