Is there some lore behind this guy? What's he doing in the 2nd Era if he was in Skyrim?

A M'aiq has been all of the TES I believe. In this game there is an achievement linked to talking to him in every zone.
PUG Life - the true test of your skill

18 characters, 17 max level, at least 1 Stam and 1 Mag of every class, 1 of every race and 1200+ CP

Tanked to Undaunted 9+ Mag and Stam of every class using Group Finder for 90+% of the Vet Dungeon runs

He's M'aiq, named after his father, M'aiq, and his father, and his, and so on. He'll tell you if you talk to him.

The one in Morrowind is his descendant. The one in Skyrim is descended from the one in Morrowind. If you ever do Crow's Wood delve in Davon's Watch, look around. You might find a thing or two with his name on it.

Yeah, he is a trickster figure who may always have a son with the same name, or he could be an aspect of some Power, or an eternal creature otherwise unknown and unknowable. Could be all or none of the above. His consistency and mystery are the point. He simply is M'aiq. Just as you see him. No matter when or where you go in Tamriel.

And the achievement grants one of my favorite dye colors, Liar's Linen.

He started appearing since Morrowind, he wasn't in Arena or Daggerfall

ESO needs some adoring fan lineage. Especially after we emerge victorious from an Arena.

M'aiq, in the single player ES games, is the Dev's opportunity to reply to many things on the forums, including complaints. Morrowind's M'aiq had statements about horses and dragons and other things that were constantly questioned/ranted/complained about on the forums. M'aiq in Skyrim had the same types of statements on different subjects, since horses and dragons were no longer missing from the game.....

and in ESO he will sometimes tell you about bugs from beta and launch.

""Come no closer" said the ghost, so M'aiq did not. But she kept saying it, wherever he went."
