With Update 12 I have run into an issue with maps. We get treasure maps for any zone now, instead of only for the one we are in when we find it. The same goes for survey maps we get a random zoned map instead of one for the zone we turn in. Survey Maps now at least stack, so I can put them in my bank and then pull out and have one character run them all. My issue is knowing where to go once I have them on the proper character.
I have been using notepad pinned on top like this...

It works, but I wouldn't do that if I played in fullscreen mode nor if I played on console.
My suggestion is to add a "quest" to your journal if you have maps in your characters inventory. The "quest" would disappear once the maps are removed either by using or placing them in your bank. Say the quest was called "Explorer of All Things Hidden" my current list could look like this on the quest part of the screen...

And when you travel to the zones it says, there could be the white quest circle in approximate areas of where the maps lead. This will also help console users who do not have access to the addon that shows PC users right where the maps take you.
