Witches festival Plunder Skull drop chance

Hi ZOS!
I've read that the Plunder Skull is a guaranteed drop from any delve boss when you're in the holiday skeletal form.
Yesterday I killed several different bosses in the Rulanyil's Fall (Greenshade). At least two of them (Skirar and Onkal) did not drop the skull! :-(
Please fix.
p.s: also no group boss dropped the death essence in the Rulanyil's Fall group dungeon, and I had to go to non-group delve to finish the quest.
I used to be an adventurer like you, then I got the ESO on my hard drive...

    There is a cooldown on the drop. So if you kill another boss too quickly after you loot a skull.... no skull for you.

    I had that happen on a specific character yesterday. There was plenty of time in between, yet no drop. Also didn't get one on the very first boss of the session. I ended up giving up on that one, since it was my second account. I'll try again today. My main account had a few times with no drop and plenty of cool-down time, but it wasn't as often.

    Now I'm not getting drops on my main. 3 times at a dolmen with no drop, yet plenty of time in between :'(

    I got over 50 yesterday, just doing King's Guard dolmen. It's out of the way, so fewer people. At an easily accessed dolmen, so many people dropped ultimates, the boss never even had a chance to show...It was insta-dead :/

    Because so many people are camping world bosses, dolmens and delve bosses, it's unreal. I had trouble just getting death essence for the starter quest. It's easier for me to find some out-of-the-way spot, plus I made a new friend that way :) We compare loot, and we traded enough motif pages that we were both able to complete it.
