Mitigation is different for players versus monsters. I believe 500 armor/spell resist is 1% mitigation on monsters, while 660 is 1% mitigation on players. So, in PvP:

4K / 660 = 6.1% reduced damage mitigation

11K armor/spell resist = 11000 / 660 = 16.6% mitigation.
You attack with something that does 10,000 tooltip damage
16.6% mitigated, so actual damage is 10000 * (1 - 0.166) = 8340 damage

11K armor/spell resist - 4K Spriggan/Spinner penetration = 7K armor/spell resist
7K armor/spell resist = 7000 / 660 = 10.6% mitigation.
You attack with something that does 10,000 tooltip damage
10.6% mitigated, so actual damage is 10000 * (1 - 0.106) = 8940 damage

8940 / 8340 = ~7.2% DPS increase

17K armor/spell resist = 17000 / 660 = 25.75% mitigation.
You attack with something that does 10,000 tooltip damage
25.75% mitigated, so actual damage is 10000 * (1 - 0.2575) = 7424 damage

17K armor/spell resist - 4K Spriggan/Spinner penetration = 13K armor/spell resist
13K armor/spell resist = 13000 / 660 = 19.7% mitigation.
You attack with something that does 10,000 tooltip damage
19.7% mitigated, so actual damage is 10000 * (1 - 0.197) = 8030 damage

8030 / 7424 = ~8.2% DPS increase

Hopefully this conveys that the flat damage increase is about the same (roughly 600 on a 10000 tooltip attack), but the percentage increase in damage goes up the more armor/spell resist the target has.

Only useful for pvp or solo play. Stam one might be useful in a group that's not optimal, but even without alkosh most stuff has its armor stripped by all other debuffs. The magic set will be only good against other players or for solo play as light armor gives 4884 additional spell pen, that along with sharpened weappns, major/minor breach, and crusher there's not much left to strip from pve mobs. The good thing though, is that if you play solo a lot, all monsters supposedly have 18k resists now, so you will do increased damage to trash as well as bosses now. And precise has almost no use now.
