I have not played in about a year, has any changes happen to Vampire to help with Drain Essence? I know they got a few changes like less fire damage, etc. But when I read the ESO-Skills site (skill calculator) it no longer mentioned that it could be cast once per target (long cooldown, think it was 2 minutes). Anyway, has this changed?
You can cast essence more than once on a target now. Of course if they are CC immune they won't be stunned, but you can still continue to use drain on them.

Ah yes, that also works differently than it used to. You actually spend a lot longer in stages now, so you can stay as stage 1 for an excessive amount of time, but if you use vampire skills it goes up by 30 minutes or something. So the more you use vampire abilities, the quicker your stages will rise.
Some Vampire passives are locked to specific stages now though, so it's actually quite beneficial to not feed.

Essence drain has a powerful base damage, it would be a good option for dual wield Sorcs.
Sadly, it only has a 12 meters range, is interruptable and it takes 1 second before the first tick deals damage.

I haven't tested this, but when you block cast it or weapon swap cancel the ability during the drain, it actually continues to run while letting you use other abilities at the same time.. when you do this, is it still interruptable?
If the answer to the above question is "No", I could think of a fun little niche DW Sorc build.
5pc Vampire Lord (Increase spell damage of vampire abilities by 400 and decrease cost by 5%)
5pc Soulshine (Increase cast time and channeled abilities spell damage by 450)
In total, that's an additional 850 spell damage to your invigorating drain, which also gives back a lot of Ultimate. Considering on Sorc you have 15% reduced ulti cost + 5% reduced cost from Vampire Lord, you'll be spamming bats non stop.
Now, with a 12 meter range, no doubt you'll be up close. So perhaps Malubeth would be a good 2pc option if you want to continue with the whole "health leech" aspect of being a Vampire. When it procs it should increase the healing you get from drain by 30% also. All the sets kind of work together in a disgusting, Vampiric harmony. I like it.
