I PvP occasionally and sometimes have fun. But I turned into a PvE-peasant myself, doing dungeons, pledges and quests.

Nah, I've played with both builds, and I find the stam sorc a bit easier, since it doesn't take much skill to crit rush and execute with meta armor and hurricane. Being a magicka sorc doing pvp in a world of stam builds is a challenge, but a fun one at that.

The whole PVP game is thoroughly @Wrobel 'd now. Seriously, they need to fire this guy in the worst possible way.
They need to fix it so that proc sets all respect a global CD. If one procs, it resets the CD timer on all of them so you don't get a cascading 15k damage effect of misery on one light attack. Of course that would sort of ruin the point of wearing more than one set, but it's needed.
Damage proc sets need to stop going off on every dot and poison. I have no idea why this is happening, or who coded that but it's straight up short bus ***.
They also need to tone the damage down on these by quite a bit or increase the proc cooldown timers. People need to be able to build for sustain, defense, and damage but not everything at once without trying.
It's clear ZOS didn't think before they put this in.

I use my AP stash to buy potions for my little MagPlar while having an experience that is rather devoid of vitriol, lag, crappy frame rates and getting (s)killed by Wrobel gear. That's almost where I'm at. Slowly turning into a PvE scrub. I needs that AP though in case some gold jewelry pops up that I want.

It should be said that the "50%" benchmark for Templars using RD requires them to calculate their own to determine their specific execute range.

If you read the posts from asayre youll see the following:
-pve
- thief stone with divines
-against boss with 13k spell resistance after major breach
-has .75%crit dmg modifier
Based on those, they determined with the rest of the stats to conclude that "The ideal time to execute Radiant Oppression is when the DPS of Radiant Oppression exceeds the DPS of the pre-execute phase."
This time, for this example is 40% health range at any Magicka lvl.
For pvp I'd imagine the following being counters to RD:
- more armor after penetration
- impen to reduce crit modifier
- healing to keep you out of execute phase.
- block to reduce dmg in half
