Yes You can. From what I know seen and heared loos on vMA is still random with no special rules. Smart loot they wanted to impleent is something else and was created to prevent massive drops of useless items like range weapons for sets that procs from melee dmg etc.1 -
PS4_ZeColmeia✭✭✭✭✭This rumor got started because of a change in itemization with 1T. They changed that sets that are magicka will drop all weapons, but stamina won't get staves. They also changed that the jewelry stat will follow the type of armor 100% of the time, so no arcane necks of the vicecannon.

anfmofo✭✭✭My magicka nightblade has completed 3 runs since one tamrial. I have had 2 powered restos and 1 nirnhorned sword. All my points are in magicka.
It would be nice if they did this but I don't know what I would do with all the powered restoration staffs I would be getting.0
