A fair PVP Justice System concept

As with many players, I've been thinking for a while about the idea of having a PVP Justice System. I just wanted to outline a few thoughts I've had on the matter and a concept I've devised which utilises incentives to encourage both criminals and justice players to open themselves to PVP for potential rewards. The concept builds upon an idea put forward by BoloBoffin, but emphasises the voluntary nature of justice-system PVP. Not sure if something like this has been proposed before, but here goes:
Thieves
Scatter a small selection of very high-value items throughout Tamriel which can be stolen by thieves who want to gamble on surviving. Before taking said item, the thief will have a pop-up similar to any tutorial pop-up, informing them that if they lift the item they will trigger the PVP justice system components. Such items should also be clearly marked in the UI. If they take the item, they trigger a quest with a countdown (say, ten minutes or higher), during which they need to evade bounty hunters. Outlaw refuges will be safe areas and the item can only be sold to specialised NPCs inside the refuge (the quest and timer ends with selling the item to the NPC). When timer runs out, their status returns to normal and can still cash in their reward.
Assassins
Exactly the same as the thieves, but with a small selection of very high-value NPC targets scattered throughout Tamriel, such as governmental officials and crime kingpins, who can be assassinated. Again, with pop-up warnings and UI identification (such as a floating icon above the target, available in 'sneak mode'). If they kill the target, the assassin must return to the Sanctuary or refuge (again, a safe area) to cash in their prize, whilst evading bounty hunters for a set time. When timer runs out, their status returns to normal and can still cash in their reward.
Justice bounty hunters
Activated by wearing a special enforcer tabard. The tabard would give the enforcer the ability to see people with PVP bounties (glowing yellow), but if the criminal is sneaking, it's subject to detection mechanics. And the enforcer should have a glow and a red hovering eye (similar to NPC lookouts) visible only to criminals with PVP bounties. If the enforcer spots a criminal and gets a duel request off within a certain range (20 meters?), the dual begins with a special Justice flag for the fight area. If a criminal runs from the dual they instantly forfeit the fight to the enforcer. NPC guards can NOT join this dual. If the criminal wins, he or she is instantly transported to the nearest refuge to cash in their quest. If the enforcer wins, the criminal loses their quest and the enforcer is rewarded at an enforcer station. Either way, the countdown timer is switched off and the target's PVP-bounty status returns to normal.
Miscellaneous
- Rewards could theoretically be expanded upon, with not just gold rewards, but unique items designed for the upcoming housing DLC, quirky/unique cosmetics, achievements, and the all-important player titles.
- If the thief/assassin craftily goes offline, the timer will continue when they start playing again. It will not cool-off offline in the same way as a normal bounty.
- Bounty hunters could be subtly notified if such a theft/assassination has occurred within their general vicinity (eg. within the city of Wayrest), whilst lacking specificity which would result in a hundred gankers descending on the criminal within seconds. Other methods could be utilised to smooth out any potential issues.
Such a system would, in my estimation, allow a criminal to weigh up the potential risks of PVP, whilst providing a strong incentive to take the risk and engage in something more thrilling than the conventional NPC-based justice system present in the game. It would circumvent a lot of the typical problems associated with PVP justice, such as rampant ganking of unwary and underdeveloped players, whilst offering a further layer to the game's justice system. Would something like this be reasonable or viable do you think?

Did you even read the proposal? No one is being railroaded into PvP, it is being proposed as an additional, entirely voluntary, layer to the existing system. Nice benefits of course, but only if you want to do it. Just like no-one is being railroaded into PVP in cyrodiil despite there being big pluses to doing so, such as gaining Emperor status and all the goodies which go with that.1 -

Regarding lifting the pvp justice item, maybe some other ones increase in value the longer you hold in while not in a refuge? Up to a cap that is.
Not sure how to stop multiboxers from exploiting this aside from the lack of any sort of fun that multibox exploiting would have.0 -

I am not sure i understand the "how does this play" part of the equation.
Assuming the items are "scattered across tamriel" how do the enforcers find thieves who have stolen just those special trinkets except by camping on either the spawn locations of the items (nearby hoping they dont get spotted by some newbie trying this) or camping the thieves dens hoping for one to go there to do a turn-in?
if your idea is the enforcers do get involved by camping out those sites, do you really thing PVP players would be interested enough in significant numbers to spend a lot of time sitting around outside of dens (hoping this happens to be the one den among many in tamriel the thief decides to go to and that they have chosen the one out of two entrances to this den) or camping on a given spawn site (out of all those across tamriel) hoping this one will be the one a thief tries to loot?
I get that its not uncommon in PVP for some folks to camp out in stealth on busy location chokepoints for ambushing... but this seems like an awful lot of sitting around hoping for a quest to spawn.

Nothing wrong with fleeing to another zone, that could be part of the thrill. Might be inclined to prevent teleporting without a wayshrine for a set time though, just to even things out a bit. Any system is going to have exploits, as I say this is a rough sketch of an idea which could be fleshed out and built on with additional safeguards.
Good points though! What I can't stand is someone who doesn't even give the idea a chance and screams "Ugh, stop making me PvPeeeeeeee!!!" Regardless of whether the individual is being forced or not. That just demonstrates the utter irrationality of the individual in question.1 -

✭✭✭✭✭Dueling brings enough open world PvP into the game. If you want any more forms of PvP can it please be reserved for existing or new, purpose-designed, PvP areas. Stop trying to impose PvP elements onto PvE content, regardless of whether it meets your definition of voluntary.
This dead horse really does need to be buried once and for all. PvPers have got dueling now, and they're soon getting battlegrounds/arenas. Just accept that and move on.3 -

No, no, as I say I was thinking more along the lines of these items turning up practically anywhere - not designated spawn sites which would definitely be easy prey for camping types. When an item is lifted or an NPC assassinated, nearby bounty hunters would be notified that something has occurred within a kinda vague radius, giving them somewhere to concentrate on. Basically, this is something that one could do whilst going about your normal business, really. I'm crafting in Daggerfall and then get pinged that a criminal is somewhere nearby, so one tries to hunt them down for a bit of sport. I'm not thinking of it as a huge, all-encompassing system of anything; but more of an addition to the existing system.0 -

Indeed some of the PvE'ers in here seemed to just throw out the usual without looking too much.. BUT they have entitled to an opinion just as the rest of us Not liking PvP at all is a legitimate reason, although a bit harsh..

Voluntary is voluntary. I.e. that someone consents to doing X when an option is offered to them. Alternatively, they can choose not to do X, but rather do Y. Because that is what they want to do. I would agree with you but even when a proposal is put forward where people would knowingly accept pvp and it would in no way affect players who didnt want to pvp, in come all the replies about ganking and exploits.
This is simply a case of people who dont like pvp dont want it in their areas. There is no reason other then We dont like pvp. So they make up ones. Oh gankers, oh pvp forced on me! Even when people come uo ways to avoid these.
These people should just come out and say I dont want pvp in my area, nothing you can say will change that. Atleast then we know where they stand. But they would rather just troll.
Mind you that some of these reasons are perfectly legitimate.. Also notice that only 1 person has used ganking as an excuse in this thread, so calm down on the offensive And when it comes to trolling, no side in this discussion can point fingers

I read the idea. It is still forcing PvP into PvE regardless of how you look at it. Dueling is up to player discretion. I have it turned off because I don't want to participate in it unless I feel like doing so. Stealing and killing on the other hand are linked to guild quests and even then that's a pain.
