It's just a poor excuse. I guess there is a second-class community.

Of course it's not. However, Zenimax in their due diligence must follow the lottery laws in all areas where the game is played. If there are restrictions or bans, they need to follow them. I was mentioning it, because last time there was a contest people were fussing and pointing fingers at ZOS. If it is not offered in your area it has nothing to do with them.They are simply following whatever rules exist.

You can only charge up to €0.45 in communication fees per participation to enter.
The purchase of the game and any associated fees would exceed that.

In addition,
Promoters pay 40.85% tax on the the economic value of the prize.

You can do the random dungeon portion of the event. Nothing is stopping you from that. It's the sweepstakes portion that is not available to you.

Responding to you is a complete waste of time but I'll do it anyway. ZOS selling a product and you buying that product are not illegal so they have done nothing wrong there. ZOS can't allow you to enter this contest because your country's laws prevent them from doing so. That is not ZOS's fault.
