i really don't understand this. so people that never played ESO and don't even have an account are able to participate in all contests, but others, like me, that paid the game, paid extra contents and played it almost daily for more than two years are never able to join those contests. this is insanely wrong.

As you are apparently an expert, please post the precise details of a contest ZOS can run that will abide by the laws of every single country/province/state where ESO players reside. The purchase of the game and any associated fees would exceed that.
In addition,
Promoters pay 40.85% tax on the the economic value of the prize.
Prize winner pays 29% tax on the economic value of the prize.

so... now the laws from my country allows me to pay a lot of money to zenimax every years but doesn't allow zenimax to let me "Complete a random dungeon using the Dungeon Finder and earn bonus rewards: mounts, costumes, and more."

i wasn't able to complete my entry because, as usual, my country is not listed. but looks like zenimax never had any problem receiving money from me.
