- Remove the game client from Admin mode: Right Click > Properties > Compatibility > Uncheck Run program as administrator (if checked)
- Run the client
- When windows asks for permission to make changes to either VC++ directories (mine asked twice) say no to both
- Launcher should start updating with no issues.
Hopefully this makes sense. like I said it worked for me so hopefully it will work for others as I know how frustrating it it.

All I had to do was repair through the launcher, did not need to delete files, but it may be different for others. It's worth a try if you have not done so already! (I did not think to do this initially because usually if I need to repair, my launcher prompts me to do so.)
While I did not have the PC restart issue I think most of y'all are having, I was prompted for the Microsoft VC++ update (twice), so perhaps this may lead y'all to a solution.
Thank you, @MissBizz for helping me today! And thank you @Ltownatrain for posting what helped you resolve your issue as well. I hope everyone gets their problems fixed and can continue to enjoy ESO. (=

This worked for my partner and I hope works for everyone else.
