Can't even send a support ticket

1) My first issue is that I need a refund on an item I accidentally purchase on the crown store today. It is a Merchant Assistant. I was in the middle of doing multiple things and forgot my mouse was hovering over the merchant...long store short. I would like to reverse this transaction.
2) I've sent a ticket in game but is unable to send a ticket to help.elderscrollsonline.com. It won't let me log into this page saying "no account name exist". When I try to "sign up" it bumps me back to my account page...which is signed in. So it just keeps me in this loop. I am a subscribed member for over 3 months so not sure what other account userID/PW I need to log into the support page??? Help.

Hello folks, we're are some players are having trouble logging into the support portal and we are investigating this issue. In the meantime you can submit a ticket while in game (be sure to use help, not bug or feedback!) If you are unable to log into the game to submit a ticket, you can use this form to submit a ticket.

This issue has been resolved, you should be able to log in now. You will be asked to provide an access code which will be sent to your email address on file. Please note it can take a few minutes for that email to arrive, typically within ten minutes.

If you're having trouble receiving the access code, please use this form to submit a ticket and provide a new email address.
