Update: These are the stats I was working with. To compare numbers in and out of combat, I used Cleanse, with a cost of 4,877 magicka:
Out of combat:
Starting Magicka: 30,020
Magicka after 1 cast: 25,143
Magicka after 1 tick: 29,157
Total Regen: 4,014
I got the same regen by using Siege Shield as well, just to verify.
In combat:
Starting Magicka: 30,020
Magicka after multiple casts:
Magicka after 1 tick:
Total Regen: 5,503
For the in-combat test I had to do multiple casts, because 1 cast and tick brought my magicka from 25,153 back to 30,020, the full cost of Cleanse. It can be concluded that out of combat regeneration is lower than what the tooltip states, but most definitely is not capped at 2.7k. Quite frankly, I always thought that regen outside of combat was higher than what was shown, not the other way around. TIL
As a mag sorc you must hit like a wet noodle LMAO! 30k mag and 1k spell dmg... lawd. Mag recovery is good, but don't give up ALL the other stats for it. Praying for you.

Don't need to worry about power or defense when grinding trash mobs. Plus sometimes it's fun to be the designated Lingering Flare spammer in Cyrodiil ^^

For PvP that build would be terrible. Just not viable for anything solo PvE content either. Shields must be weak af
