I'm still in Rivenspire completing the Cadwell's Silver, and I want the Soul Shriven Motiff, will I be able to get it after the One Tamriel update?

Yes.

The "Cadwell's Silver and Gold" story isn't going anywhere, even if you will be able to visit those zones right from the start.
You will continue the Cadwell storyline after you complete the main quest in Coldharbor.
