In PvE mitigation is calculated based on 50 000 resistance. Thus 1000 mitigation is 2% damage increase and 500 is equal to 1%.
In PvP mitigation is out of 66000, and thus in PvP 660 is 1%.
Is that the same in dungeons and trials as well, I was under the impression they scaled to the 66000 value in there.
All of PvE is based off level 50 or 50000 resistance. PvP goes up to level v16 (66000)

To know this you must do the math. If 33,150 is 50% then the easiest way to figure out the answer you seek is to multiply 33,150 by 2 (66,300) and then divide that by 100 (663). Now lets multiply that by 1.5 and we get 994.5. Based on that math 1,000 Penetration would ignore about 1.51% or so of your target's Resistance mitigation so it'd do an extra 1.51% damage, provided your opponent isn't naked lol
Note: If you are a Nord then your racial passive takes priority over Resistance. If you attack a Lv50 Nord they mitigate 6% Damage regardless. Since Resistance mitigation is calculated after that then Resistance for a Nord mitigates up to 47% damage at 33,150 Resistance. In the case of the 1,000 Penetration question though, the difference is abysmal, dropping the amount by about .1% or so.

So you're saying even CP 160 mobs/bosses are scaled as level 50?
