I did a few clears on vet mode and I received no shai shatter title. Is this bugged? And do you have to earn a score to earn the title?

No, you don't need to earn a score to get the title. You do need to complete the whole dungeon.
Just do it again. It's not that hard, there are even PUG groups downing vets lately.0
