Purple Willpower jewelry set drops in tam one?

I had been hearing from some people that this jewelry (and other purples) would only be dropping from vet dungeons. Just now I came across a link that said it would be a daily chest reward. As far as I know this does not exist in blue so I am curious which source is right? If it would become a chest reward or if it's vet dungeon only reward in tamriel one as I had heard. Thanks.
