ZOS, BASTION bonus is not working in True Flame

I've noticed that on PvE area, the bonus from Bastion is working properly. However, when I port to True Flame, I've noticed and also took pictures that the BASTION bonus does not apply anymore. It looks like what I get for Shields in Azura, which means no bonus. What happened?
