It wouldnt have to actually fly, it would just hover and glide using magic. Like the Sep adder flies when youre on a mount.
It would help sate the dragon mount crowd at least partially and sate those who prefer more....reptilian companions.
Plus, it would be the first mount that didnt move on legs.
