I was just thinking of this, and this is something they could do. What they do is basically add water crafts, Fishing boats, Row Boats that allows players to get out onto the water. This would work how the mount system works, and you press H while in water and then you get into a boat. Now this will not be for just yourself you could possibly click on a person while in a boat, and you join them however your just a passenger and can't control the boat yourself but you can be brought along with it. If the person that owns the boat demounts from the boat if other passangers are in it. The boat will tip over and disappear kicking out all the passangers. This could be useful in cyrodill and an alternate means of getting into the imperial city. As well as making it easier to get to other areas like forts in cyrodill. Also this would be a great thing for rp water travel. Moving around on a boat in the water. Now this would be epic!

Yes I think this can work if they add it in like the mount system. I would like to see this.

No, we don't need watercraft.

No because Players being able to travel across rivers will be op in pvp and makes it harder to defend areas.

Well they have the means to do it. All they would have to do is program the boat animations and the rudders or sails. Then they add a watercrafts to the mounts section of collectibles. Then they program it so they can only be used while immersed in water to the point your swimming. The boats can be programmed to flip over if they go to a point were it would go off map Maybe by a tentacle like creature basically shaking the bottom.. But make folks immune to the slaughter fish attacks that way they can be used in cyrodill. So yes they can do it and it would not take much.
They could then add a boating/fisherman skillline. Which allows you to level it up by traveling on water and fishing while on the boats. They can also improve the quality of fish you get while being on a boat. Leveling it would also increase the rowing complicity/speed of the boat.
    Boats they can add.
Nordic Row Boat, basically a nordic style rowboat with a sail and rudders.
Bosmer Rowboat this would use bones and hides instead of wood it would have sails and ruder with bone shaped oars.
Fishing Boat a Boat that is made for fishing in mind. It would be small have a small underdeck which is to hold the fish. But not big enough to fit more then four people at a time.
examples of what they could do with this.

I hate the argument that there are more important features that the devs should be working on than *insert idea here*. However, in this case I'm going with it.

Without actual knowledge of the code used in the game:
Adding this would either be really easy, and go without a hitch, or it would result in a gamebreaking buggy mess.

From looking at it, this system would be mostly a new one. The bugs of which could consume a lot of dev time that would be better spent on other features.

Waterways in game are used as soft and hard barriers (hard being slaughterfish, soft being everything else). Applying this system would nullify both of these and would likely require another system to be implemented (like the tentacles mentioned above) to replace them as these barriers exist for a reason, and so this system would be effort put in for no real change to the actual mechanics of the game.

Also given that this system would have to work within pre-existing limitations (like geography) and so the actual usage would probably be very limited if they try and retain limiting the areas for entering zones.

The only reason I can see for implementing this system into the game is for RP reasons.

Basically I don't think it will take much other then making the boats and the animations for them. They have coding that makes you dismount while going in deep enough to be considered swiming. They could basically add a code to basically make them only work while in deep water but dismount when on land. The coding for the slaugtherfish immunity would basically be a buff that is active while mounting a boat. The tentacles they can just use a quick code that is programmed in the edges of all the zones which should not take much. They pretty much all they do is use a shaughterfish aoe that damages you constantly til dead. But the tentacles would basically just flip the boat over then the slaughterfish attack then kills you. Now this would not be complicated it might be for a programmer but I think it would be easier then the programming for the anti bot coding and the coding for dueling and one tamrial.

Let me just add to what I said.

There are other things(such as a new magicka based weapon line) that they could add which would be appreciated by the RP community and non-RP community as well, however I don't see watercraft appealing to the rest of the community.

Think of it this way, Boats are used for fishing there are many that fish and what they can do with the boating is making deeper water give a much greater chance of getting a very rare fish. Making it easier to farm for the fishes.
This would possibly make fishing funner to do. This would also be great for rp events.
The mounting system they have can be used to implement the water craft because its doing the same thing only just mounting over water. The tentacles thing is just an idea of how to flip a boat. Since the barriers that keep the daedra out are pretty much down it would not surprise me if there was lurkers, watchers, seekers and other tentacled daedra that infest the waters. They could also sometimes add one emerging from the water near a fishing spots on land that try to kill you.

Think of this as adding new ways to get around. Instead of fast traveling to zones over land they can also make certain zones where you can travel by water. So those that want to row a boat or fishing boat could basically use watercraft to travel by paddling or sailing to the next zone or area. This would make the boats come alive and also it would be epic to see other players using this. Adding in immersion and realism can really make this a great Online Rng.

Water uses a lot of resources. Having boats you could use would create a lot of lag.

    No, we don't need watercraft.
Slaughterfish is the natural "invisible wall" in place to keep us from travelling out of a zone's boundaries the wrong way. Boats is a blatant work around to this, and I highly doubt Zenimax wants players to go from Malabal Tor to the Gold Coast via paddle boat.
