Yes, I run it despite this bug.

Yes I cast it pre pull then top up during fight. I do a lot of pugs so I'm pretty much healing 24/7 and any little help goes a long way when everyone is attacking seperate mobs.

I also noticed the BoL targetting the wrong person occassionaly, I thought maybe it was a range issue, however the health bar still shows he/she is within range pre cast.

Keeps SPC up better than anything else.

Mutagen seems fine, never noticed the issue there. I went with RR on my second healer and got the bugged targeting.

Rapid Regeneration is too good for me as Nightblade Healer! Despite it being bug, I still use it.
