It's a cannonical set for hybrids, but the 'hybrid' model is inherently inferior to stacking all your stats on one attribute (stamina or magicka) in the current state of the game.
It'll take the higher of your two stats: spell damage and weapon damage, and match them.
Since weapon damage can be stacked more easily than spell damage. I use 5 pieces of pelinal + 2 pieces leki + 1 piece kena + 3 piece agility. 5 medium, 1 heavy, 1 light. My buffed weapon damage is 3.9k and so my spell damage is that number. I can do decent damage with both stamina based and magicka based skills. Unfortunately, since max stam/magicka factor into the equation of damage output. It's hard to really get big damage numbers on a hybrid.
They are unique in certain contexts, because of their ability to use both types of skills. Check out some of the hybrid builds to see a discussion about its viability. The community is not necessary in agreement.

You could technically use it to run both Vigor AND Mutagen on rather equal footing. Or Rapid Regen if you prefer that. Combine that with Rally... Triple HoT + Major Brutality yo.

Well the point was to to have a heal without a healing staffI've seen magDK's use vigor before I just don't know if they're wearing pelinal's and if it's effective.
