Hireling Rank 4 and Surveys

Hi all,
With the coming change to survey reports (now you can hand the writ in at any city, but the survey is RNG any of the 15+ zones). People that do alot of these writs will have a ton of reports laying around, and getting to all of them takes away from actually playing the game.
What if we have a rank 4 hireling that we can give the report to, and he sends back the harvest with his next mail cycle? I think it makes sense with the hireling, since hes our assistant. There can also be a penalty, like he can only manage to get half of the materials or something, or maybe they are ripping you off lol.
Another Quality of Life thing is to make the reports able to stack, I have so many unopened writ reward containers on all my chars cause the map itself is unqiue. Its pretty annoying actually.
