Right now, with no changes, if you click your left mouse button, the client (game) sees a left mouse button input, if you click the r key, the game sees the R input. my question is, is it against tos to make the game see (using allowed software) that if you press your left mouse button once the game sees the left mouse button input, but the next time you press you left mouse button the game sees the R input.
I actually understand the other (against the rules) side, that it is using software that could give an advantage. My side is that currently multiple add ons allowed by ESO from the start of the game, allow you to do similar, and in the history of MMO's and i can't find the thread, but early on in this one if i recall correctly, as long as 1 button pressed equaled one action, all was well.
The way keyboards work is by sending scan codes from the keyboard or mouse to the O/S on a processing interrupt. Nothing in game can tell what exact button or keypress caused the scan code to be sent form the keyboard.
Changes to what scancode is associated to each key or mouse button at any given time is beyond the scope of the game.
Like someone said earlier anti-cheat software looks at the rate of key presses which macro users have historically sent key presses for multiple separate keys in rapid succession way faster than a human ever could.
Most Pros are macro'd to the hilt in PVP. I never have and in turn I'm considered slow on the draw in PVP for back to back keypresses. To me it's like an ignored level of cheating.

I don't deny that macros are used in eso, but to say most pros are macro'd to the hilt is assuming a lot. I would never call myself pro but I have no issues with the speed of combat in pvp, and my only tool is a razer naga. Don't underestimate the advantage of having all your skills, weapon swap and break free under your thumb, as opposed to having to stretch your wasd hand to the number keys. I swear players with regular mice are accusing mmo mouse users of cheating, couldn't say how often but I'm sure it happens.

yes, but one of the others argued my method was cheating because it "removed the human element of having to reach from one key to the other" liked the naga and nage hex, love the g600.
Sounds like a really boring way to play the game.
