As mentioned, I thinks it's more of an open world PvP set, I wouldn't take it in IC personally it would be too much of a risk. Looking forward to trying it when it comes to console.
Could be useful for tanging precisely for that reason. Drawing aggro from a large area.

I think they should make this set not a ground AoE at the location where the enemy currently is, but a guided attack (much like how snipe is). This way, enemies could still dodge roll out (like snipe), but they can't simply RP walk out of the way.

Would be nice when the cooldown would be reduced to 5 seconds.
Then the shield you cast just before your last one expires still counts for a chance to proc.

It would be much better if it worked similar to the Stage 9 Vet Maelstrom Infernal Lurker's mortars. The current set has a very cool, fun effect, but not very practical or competitive. Not to mention if the set attempts to hit a moving target (NPCs as a perfect example), the mortar will miss completely.
I would suggest a rework such as an on-damage taken - Bloodspawn procs through Sorc shields mechanic.
