You may want to contact customer support if you would like an update on what the transaction status is at the moment. They can let you know if they see anything unusual.
If it is still pending with Paypal though it would probably be best to contact Paypal to see if they can tell you what held up the transaction. ESO Plus won't apply until the Paypal transaction clears.
