Why are sets limited?

Why does it always seem every time a new set is introduced it's only introduced as one specific thing? For instance, it's either jewelry & weapons, or it's just armor?
ZOS has added jewelry & weapons to many armor sets which previously did not have them. Now rattlecage is a great set & I would love to use it, but it's lack of weapons or jewelry make it unusable for me in my build. This is rather unfortunate as I have to end up using 5 heavy julianos where I can craft myself a sword & am missing out on 60 spell damage per armor tool-tip which is equating to 200-400 spell damage on my character sheet.

@ZOS_GinaBruno @ZOS_BrianWheeler Will rattlecage & other new sets eventually have weapons/jewelry or is there any chance this could be added before release?

Also, as a note I feel you have a few sets backwards.

Medusa Heavy Arx Corinium Argonian Adds 1064 Maximum Health Adds 967 Maximum Magicka Adds 129 Spell Damage Gain Minor Force at all times, increasing your Critical Damage done by 12%.

This should be a LIGHT armor set, why would anyone be trying to stack crazy critical damage in PVP when everyone is wearing impenetrable gear? Very niche & most likely not going to be used.

Spinner's Garments Light Malabal Tor Bosmer Adds 967 Maximum Magicka Adds 967 Maximum Magicka Adds 129 Spell Damage Adds 4000 Spell Penetration

Why on earth does light armor need "MORE" spell penetration??? If anything this set should be heavy as heavy armor is missing a ton (approx. 4k worth) of spell penetration from not wearing light armor & missing out on the light armor passive.

Um...I looted a Rattlecage weapon, and I looted a Ring.

Don't all the new sets have weapons and jewellery? Only willpower, agility and endurance are in jewellery only.

Regarding the Medusa set, it does feel as though that should be a light armour set

I think adding more penetration in places that are not necessarily the trait on your weapon is a very good thing for diversity. They may not have the balance quite right but in theory, you could have that set with penetration on the 5pc then not be tethered to sharpened as the only useful weapon trait. Maybe you could then use precise and still hit your goals. Also, there may be situations where stacking both sharpened and this 5pc penetration may be useful. Don't think about these sets in the confines of the current metagame but how they may be useful in a metagame we could have in the future. Also, as others have mentioned, all upgraded sets should be dropping in all item slots with a few notable exceptions.

I think Medusa and Rattlecage do have jewelry and weapons.
