How to balance all armor types

Sombody in a stream wanted this posted on the Fourms because he didn't have a Fourms account. He wants to remain anonymous but this is what he has to say.

"With everybody running heavy I have proposed a idea to balance all armor types. This is how it should work. If you wear 5 pieces of the same armor type you'll have access to that armor skill. Say you wear atleast 5 light then you'll have access to harness. If you wear 5 medium armor you'll have access to shuffle, and if you wear atleast 5 heavy you'll have access to immovable. This would balance all armor types".

    I have read this suggestion around the forums and ingame. While it would reduce the number of possible builds, that may not be a bad thing. We all know that player power is out of whack and this is one way to put it in check.

    This is a good idea, but I'd also suggest some of the passives need re-working. Light Armor needs some passive buffs. I mean, LA has Evocation which reduces spell cost by 3%, and then Med has the same thing for stamina with 4% stam recovery added on, all in one passive... Seems legit.

    This has been suggested since 1.6 when armor started to (and everything else) become horribly balanced this is nothing new and ZoS will continue to ignore it because they think everything is 100% flawless.
