Invisible skills and frequent health desyncs on PTS

Windows 8.0. I play on high graphics, both on PTS and live.

Certain skills, like Annulment and Meteor, are invisible. I can still hear the audio cues for each sound. Also having issues with health desyncing on both other players and NPCs when I use skills (Funnel Health, Assassin's Will, Crippling Grasp, Meteor). However, I don't suffer from any health desyncs when I just light attack them. I don't have any of these issues on the live server.

Also, tried changing my graphics settings to no avail. I'm getting these issues on both minimum and ultra high graphics, with or without addons enabled.

I'm also unable to see light attacks from staves and skills whilst hearing the audio of the skills. I can see self buffs though.

Everything works fine for me on live too and I have tried repairing the pts via launcher but it didn't help

I'm having the same issues here as well. Noxious Breath, Impulse, the magelight animation when active and Elemental Wall all have no animations. I've tried changing the visual settings to no avail - might try deleting the user settings and restarting again.

I have the same problem on my i7 with geforce gtx 1080. It mostly happens in situations with lots of mobs, like IC or dolmens.

Well deleting the user settings file seemed to fix the problem for me.
