I dont believe it is an issue they already want to make it monday but they said before it is and of august... because of PAX they cant handle it now....and now i know it will be monday for sure....i have never seen such delays on mmo ...every patch here pain in the a.....ss...

I understand there can be tech issues in regards to getting the patch on the PTS, but we know they have prob already typed out the patch notes, they just havent released them...

Khajiit will give example as to why.
Say that they post those oh so beautiful Natch Potes with something cool in that EVERYBODY loves. And then when putting the patch on the PTS there is an issue with this and it does not go live.
This one knows what happens when this happens, as the walkers they go crazy and begin shouting loudly. They disturb humble Khajiit's nap and hurt this ones ears. They also apply the toxic to the forums (like most days).
Now, this one will show you the level of sadness this one feels at this delay but knows the Natch Potes will be worth it in the end.

✭✭✭✭✭This one she actually thinks that the delay on the PTS may impact their plans for ESO Live tonight.
They may have wanted to show some live footage on the PTS and discuss things they will not be able to discuss if the patch notes/PTS build they are not finalised by tonight. After all if there is an issue with a particular feature then you cannot sing the praises of this feature yes until you know it can actually be released.
Khajiit is sure this is a much bigger headache for them than it is for us!

They would then have to remove that from the published patch notes, which would cause upset on the forums and may also be an issue if they have already been reposted elsewhere. 99% of it will make it to the server and it gives us a good idea of what's going on.

Are you sure ? Maybe you don't. But experience shows that many people are prompt at calling ZOS "liars" on any given occasion, so they'd better not release unreliable patch notes.
Besides, if they have to remove/adjust something, we will be able to tell what it is from simply reading the 1st vs. the corrected patch notes, and then we'll know where the problem was. No company wants its wider audience (nor its competition) to be aware of their internal issues.
