Nope. IC is a combined PvE/PvP DLC. It has both types of content at the forefront... You see Cyrodiil is a PvP primary zone with a little PvE content added... IC is pretty much an even split.

It's never been great - but this, you're right, has made it worse. Just like the capture the flag bs that was introduced did. At least before that all the PVPers would hang out in the Arena district - now the d-baggery has been dissipated throughout the entire city.
We pay for this content - but can't use it. I'd love to go run the quests casually with my wife (we both have ESO+) but after a long horse ride from a random keep (since the other keeps are taken... don't get me even started on the fact you can pay for this content and have d-bags camping the entrances to stop you using what you paid for etc...) only to be ganked within seconds of trying to quest.

Pvpers have to pay for all the trials and other pve content and actually play it just to be competitive in pvp. You really aren't making a good argument. It gets annoying being ganked, sure, but that is the cost of entering cyrodiil.

And now an addicted PvP might quote me on that saying they paid 100% for all mostly PvE content they're not fully enjoying... Well, when (and if) you bought a PvE DLC, you were aware it wouldn't be PvP-focused. I don't know the others, but I was hoodwinked. I didn't find information saying "hey, moron! you may not be able to enjoy the PvE side of this *** at all".
If you feel you're not enjoying a PvE DLC that you knew it wouldn't have PvP content, it's because YOU don't want, differently of us that really wanted to follow the questline, read the story and feel the PvE side of the DLC and we just can't.
I don't know how things are in USA, but in my country, a rascal lawyer could stuff a judicial process in ZOS' throat.
