Cutpurse and Pickpocketing

Hi.
I couldn't find any answer to this question, but if there is already one, please direct me there.

Otherwise, does the Khajiit racial "Cutpurse" apply to the Pickpocketing tooltip? I.e. the percent chance as seen pop up on the screen.
Or is it the same number for everyone, but Khajiit can add 5 to it?

Answer: Yes, it does.

As a lvl 3 Nord I have a 20% chance to pickpocket a guard.
As a lvl 3 Khajiit I have a 25% chance to pickpocket a guard.
The tooltip reflects this.

Yes, this is exactly that.
A Khajiit with maxed pickpocket passive will have 100% steal chance on the first two items from easy targets (Drunkards, Fishers...) even without the 20% green bonus.

Well, to clarify:
If you have the Pickpocket passive maxed, Easy targets will have 100% base chance for the first steal, then 5% less chance for subsequent steals.
Meaning 95% base chance for the second item and 90% base chance for the third.
Khajiits have that base chance increased by 5%, meaning the will have:
100% for the first item
100% for the second item
95% base chance for the third item
