For 3k crowns you should get an entire reroll of your character: class,race,name,gender,etc.

Since it is 3000 crowns (30 dollars) it should inheritly cover changing your race to any race you want to change it to. The explorers pack never said anything about changing your race, it simply suggested you can CREATE a cross-faction race character, indefinitely.
The total price would be 60 dollars, just to change 1 character to an optimal race for whatever reason. Price gouging.
BTW the reason that race changes/name changes are so high is because ZoS doesn't want to encourage players to change every time there is a new flavor of the month

Not a good enough reason to withhold on cross-faction race changes. It's called RACE CHANGE, if you want to keep players only changing race within their faction, then call it FACTION RACE CHANGE, and then make another product called CROSS FACTION RACE CHANGE. RACE CHANGE In it's self implies you can change your race, it does not imply in any way you would still be tied down to your faction races. That makes utterly no sense for the price of the purchase.

Joe has no extra content, he wants to change his race for an optimal build. He pays 30 dollars for 3000 crowns to find out he cannot change to the race he wants, he is then told he needs to pay an additional 30 dollars for the ability to CREATE cross faction races.

If you have the money to spend, good for you. If you are like the majority of people who have not previously bought the cross faction races CREATION, then you're probably not going to pay the same price as brand new game JUST to change your race one time, to your preferred race.
My logic here is, if I'm going to pay 30 dollars to change my race, I want to change my race cross faction. If you already bought the cross faction races, you already have the ability to CREATE a character cross faction, defeating the purpose of race changing.
