Slap a new skill line on the UI and call it Conjuring/Conjured Weapon (Conjuring leaves it open for adding other skills in the future). It fits the lore, boom, call it a day and go home.

I think Pelinal's Aptitude was intended to provide this option as Light and Heavy attack damage is more weighted towards Spell/Weapon Damage than abilities are.

What exactly is "unbalanced" about letting Magic classes actually use light and heavy attacks? It wasn't the players choices that made dual weapons the best spell power, that was all ZOS. I would argue that the best spell power coming from melee weapons causing magic classes to not be able to use light/heavy attacks is rather unbalanced and unfair and part of the reason Stamina is better in the current meta.
And yes this is an Elder Scrolls game, a lot of us are fans of the series and would like the see the lore of the series kept intact. But by all means, keep acting "tough" and smug on an internet forum.
