I'd migrate all the content slowly to the new systems. This can be do in 6 months .. with no more than 2 millions .The rest I'd give it to Matt Firor to make ESO to grow more and become trully the best MMO. He must hire more professional people ..and could try to convince the ones who left to come back to the team.I would turn it into more of an mmo with a focus more on group content, and less of a skyrim online with single player questing

This. I don't get why it's so hard to understand the best solution for all the balance stuff is to make abilities different In PvE and PvP. Example: sorc shield should be 6 seconds In PvP and 20 In PvE.
