You are lucky man, i fought yesterday 20+ EP with 4 allies, and, unfortunately for me they didn't hold block all the time, they spam snipe, rd and other high-dps things. No, not really. That is true of Heavy Armor builds which are extremely prevalent in PvP this patch. Heavy armor doesn't just provide you greater resources (especially for permablocking) than other Armor weights. It also gives high mitigation, so users cannot die easily from burst. It should also be noted that DoT ticks separately proc Heavy Armor passives, allowing them to constantly reach their full potential.
And if you defend a big oversight by ZOS in their Imperial City District capture system, it's really sad. The tank sits on a flag, contests it, then waits for his group to constantly die/respawn extremely close by until they eventually defeat their opposition. That is bad gameplay right there. Makes people not want to PvP in Imperial City when it happens.
Either you don't know how tanky these builds can get, or you run one of these builds. Rest assured, they will eventually be properly balanced.
So tanks being useful by not being easy to kill, is an oversight? Sorry if tanky tanks go against the "everything must die" burst meta people seemed to love so much, but there are builds other than max damage ones as well.
I would prefer the max damage burst meta over the tank Meta.

Or I was just of lethal arrowed you to death like I did virtually every single Magicka DK tank by in the day, and if you tried getting in melee range of me I would of murdered you with Twin Sisters which went through Block. I have videos of me just stomping Magicka DK perma block builds while running a Medium armor stamina DK.

These tanks do very little damage and only serve to soak up damage. If you're to brainless to move around them and instead just pound on them while they move around a tree that's your fault.

I keep hearing this and I'm not actually fussed either way but it's really not true that they don't deal substantial damage.

That's because they found a way to do a little of both.
Idk about stamina tank builds, but as a Templar Magicka tank I found a happy level of defense I'm comfortable with and can still get 30k Magicka and 2200 spell dmg and using sharpened traits.
It might be the players are sick of burst builds and want to survive more than 5 seconds. You'll have to find a way to counter these builds unless it's been deemed impossible collectively.

What's the regen like on that build? Because I'm only at 34 magicka and 2600 spell damage with 1400 magic regen on my damage NB. I can go 3k+ spell damage but my regen suffers a lot because of it.
